Representative Amabile,
prime bill sponsor, presented Senate Bill 24-213, concerning an exemption
from county short-term rental regulation for certain structures located
in an unincorporated area of a county that are used for recreational purposes
and do not receive public services. Under current law, counties are authorized
to adopt ordinances for the control or licensing of short-term rentals.
The bill creates an exception for any structure that:

- is located in
an unincorporated area of a county;

- does not receive
water, heat, or sanitary sewer services from a public entity; and,

- is used for
recreational purposes, including hunting cabins, huts, yurts, ski cabins,
emergency shelters, or other similar shelters.

George Marlin, representing
Counties and Commissioners Acting Together, testified in opposition to
the bill.

Representative Garcia,
prime bill sponsor, presented Senate Bill 24-084, concerning a requirement
that the Attorney General coordinate with the Department of Education in
an effort to prevent the proliferation of misinformation and disinformation
by sharing resources to encourage respectful discourse. The bill requires
the Attorney General to prevent and combat the sharing and spreading of
misinformation through:

- establishing an initiative to encourage respectful discourse;


- development of a curriculum for public use to produce conversations to
help people find common ground; and


- collaboration with state organizations to update and share curriculum
materials.

Representative Titone and Representative Rutinel, co-prime bill sponsor, presented Senate Bill 24-205, concerning consumer protections in interactions with artificial intelligence systems. The bill establishes standards and requirements for the development and use of artificial intelligence systems.

representing the January's Advisory Group, testified in support of the
bill. Anaya Robinson, representing the ACLU of Colorado, testified to amend
the bill. Neal McBurnett, representing themself, testified to amend the
bill. Bridget Frazier, representing the Colorado Hospital Association,
testified to amend the bill. The panelists responded to questions from
