Representative Marvin
and Representative Willford, co-prime bill sponsors, presented House Bill
24-1283, concerning a requirement that the Secretary of State (SOS) review
a campaign finance complaint that arises out of a municipal campaign finance
matter under certain circumstances. Under current law, all municipal campaign
finance violation complaints must be filed with the clerk of the affected
municipality. The bill requires a clerk to refer a complaint to the SOS's
office if the municipality does not have a campaign finance complaint ordinance
and hearing process, or if the clerk determines that the clerk's review
of the complaint would create a conflict of interest for the clerk or the
clerk's staff. A clerk must do an administrative check to see if the complaint
was filed correctly before referring it to the SOS’s office.

below the enacting clause. Representative Willford responded to questions
from the committee.

Representative Brown,
prime bill sponsors, presented Senate Bill 24-124, concerning the
modification of state agency and department reporting requirements. The
bill modifies statutory reporting requirements for several state agencies
by eliminating certain reports, changing where certain reports must be
posted, consolidating certain reports, updating certain report schedules,
decreasing the frequency of certain reports, and changing the scope of
certain reports. Representative Brown provided a handout to the committee
(Attachment B).
