Representatives Kipp and Wilson presented Senate Bill 23-087 to the committee. The bill creates the Teacher Degree Apprenticeship Program, and establishes a teacher apprenticeship authorization that allows program participants to be employed by a school or school district.

Representatives Wilson and Lukens presented Senate Bill 23-094 to the committee, along with amendments L.008, L.009, L.010, L.011, and L.012 (Attachments B-F). The bill creates the Colorado School Transportation Modernization Task Force to report and make recommendations on school transportation barriers, funding, and workforce.

Sharron Pettiford, representing Colorado Coalition of Black Trade Unionists and American Federation of Teachers, testified to amend the bill. Sarah Swanson, representing Colorado Succeeds, testified in support of the bill. Kaycee Headrick, representing Boys & Girls Clubs in Colorado, testified in support of the bill. Amie Baca Oehlert, representing Colorado Education Association, testified in support of the bill.

Phil Qualman, representing Eagle County School District, testified in support of the bill.

Representatives McLachlan and Vigil presented Senate Bill 23-076 to the committee, along with amendment L.002 (Attachment G). This bill continues the Colorado Youth Advisory Council in the Legislative Department until September 1, 2028. Written testimony on the bill is included as Attachment H. 

Sarah Moss, representing Director of the Colorado Youth Advisory Council, was available to answer committee questions. Autumn Brooks, representing Clear Creek School District Re-1, testified in support of the bill.
