Senator Baisley and
Senator Roberts, co-prime sponsors, discussed Senate Bill 23-059 and reminded
the committee that they took testimony on the bill on February 9, 2023.
 The bill creates the State Park and Wildlife Area Access Grant Program,
diverts Keep Colorado Wild Pass revenue to the program, and authorizes
the collection of fees to support local governments with the cost of maintaining
access routes to state parksand wildlife areas. Senator Roberts discussed
amendment L.001 (Attachment A).

The bill excludes the Agricultural Products Inspection Cash Fund from the limitations on uncommitted reserves and allows for an uncommitted balance of up to 50 percent of the amount spent during the fiscal year. The sponsors responded to questions from the committee.
