The bill outlines a just cause as a tenant continuing to fail to
pay rent after a notice of failure to pay; a substantial violation that
the tenant fails to address; the tenant refusing to allow the landlord
to enter the residence after written notice; or the tenant refusing to
sign a new rental agreement where the agreement is similar to the old one.
