Representative Weissman, prime sponsor, presented House Bill 23-1008.  The bill funds programs related to food accessibility, creates a tax credit, and requires that certain federal income tax deductions be added back when computing state taxable income.  He provided a fact sheet (Attachment B), amendment L.001 (Attachment C), and amendment L.002 (Attachment D).

Representative Winter, prime sponsor, presented House Bill 23-1103. The bill changes the distribution of severance tax revenue. The bill requires that 60 percent of severance tax revenue be transferred to county governments, thereby reducing transfers of severance tax revenue to state cash funds.

Dianna Orf, representing the Associated Governments of Northwest Colorado, testified in a neutral position on the bill.

Daphne Gervais, representing the Department of Natural Resources, testified in opposition to the bill.

Bruce Eisenhauer, representing the Department of Local Affairs, testified in opposition to the bill. He commented that the Colorado Municipal League is also opposed to the bill.

Representative Froelich, prime sponsor presented House Bill 23-1022. This bill allows fleet operators to transfer license plates from one fleet vehicle to another vehicle upon transfer or assignment of the owner’s title or interest.
