Jenny Page, Jenny Atchley, and Maya Rosochacova, representing the Office of the State Auditor, came to the table to discuss a recent performance audit on sports betting in the state. They provided written highlights of the audit (Attachment A). Ms. Atchley responded to questions from the committee.

Ms. Page provided an update on the August 2022 performance audit of the Division of Motor Vehicles (DMV), Driver License Services. She provided written highlights (Attachment B). She indicated that the division has met several goals in recent years. Ms. Page responded to questions from the committee.

Ms. Rosochacova provided an update on one financial audit recommendation made to the Department of Treasury that has not been implemented.

Ms. Page responded to questions from the committee about the best way to get departments to implement audit recommendations.

Treasurer Young responded to questions from the committee about salary adjustments for state employees. He discussed the CLIMBER Program, which was created to promote small business recovery, save jobs, and support the Colorado economy.

Treasurer Young moved on to a discussion of the Debt Management Division in the department. He indicated that all public debt management in the state has been consolidated within the Department of Treasury. He also spoke about the department's Investment Division and the Secure Savings Program.

The committee asked questions about the promotion of the Secure Savings Program.

Treasurer Young turned the discussion to unclaimed property and spoke at length about the unclaimed property process.

Treasurer Young talked about the department's FY 2023-24 budget requests for the Administration Division, Unclaimed Property Division, cybersecurity, legislative implementation of the Property Tax Deferral Program, and IT accessibility. He also discussed the department's legislative agenda.

Members of the committee questioned Treasurer Young about his presentation.

Mark Ferrandino, Heidi Humphreys, Amber Egbert, and Dominique Mendiola, representing the Department of Revenue, came to the table to provide information about the department's structure, mission, vision, and values. He spoke about the department's goals for FY 2022-23 and FY 2023-24.

Director Ferrandino elaborated about the department's wildly important goals (WIG) for the coming year. Ms. Mediola discussed the Marijuana Enforcement Division, the Specialized Business Group, and the Lottery Division. Director Ferrandino spoke about the department's work in reaching underserved communities and EDI efforts.

Ms. Egbert spoke about recent successes in reaching out to individuals in underserved communities regarding the Property Tax/Rent/Heat Credit Rebate and the Pocketalk DMV application. She responded to questions from the committee.

Director Ferrandino responded to questions about declining marijuana tax revenues.

Committee discussion with Director Ferrandino continued. He moved on to speak about enhancing customer experience across all of the department's divisions.

Electra Bustle, representing the DMV, discussed the DMV2GO program, which is a mobile unit that can provide drivers licenses and identification cards.

Ms. Bustle responded to committee questions about the mobile program.

Director Ferrandino and Ms. Humphreys discussed the department's WIG regarding employee engagement.

Director Ferrandino discussed the Governor's cannabis cabinet and the department's performance management approach. He concluded by speaking about the department's FY 2023-24 budget requests and legislative agenda.

Jennifer Prinz, representing the Donor Alliance, spoke about the work of the alliance and the stakeholders with whom they work. She provided a handout (Attachment C).

Ms. Bustle also discussed organ donation and the DMV's cooperation with the alliance.
