Speaker Garnett, Chair, called the meeting to order. He invited Dr. Maggie Baldwin, State Veterinarian, Department of Agriculture, and Dr. Rachel Herlihy, Medical Director and State Epidemiologist, Colorado Department of Public Health and Environment, to begin the presentation. The presentation can be found as Attachment A. They spoke about the situation with avian influenza in the state which is impacting poultry, the wild bird populations, and the domestic wild bird population.

Speaker Garnett called the next panel of presenters, Jill Hunsaker Ryan, Executive Director of the Colorado Department of Public Health and Environment, Scott Bookman, COVID-19 Incident Commander, and Dr. Rachel Herlihy, State Epidemiologist, to provide an update on the state's COVID-19 response. Provided statistics on omicron and current variants and hospitalization rates, and vaccinations and booster rates. Mr. Bookman answered questions from the committee.

Mr. Bookman spoke about monoclonal antibodies and oral antiviral medications, as well as the anticipated status of the virus and pandemic through the summer and into the fall. Spoke about legislation passed during the 2022 session and policy initiatives focusing on the healthcare workforce.

Jill Hunsaker Ryan, Exec Director of CDPHE, and Heidi Hoffman, Women, Infants, and Children (WIC) Director for CDPHE, began the portion of the presentation related to the infant formula shortage.

Speaker Garnett invited the next group of presenters to the table: Kevin Klein, Barry Bratt, Mike Morgan, Director, fire control and prevention, came to the table to provide an update on the wildfire situation in the state. spoke about federal assistance for both individuals and small businesses. Director Klein answered questions from the committee. Lt. Col. Bratt provided an update on what the first responders and state troopers did to assist during the Marshall Fire. Mike Morgan spoke about wildfires that have occurred since the Marshall Fire and the lessons learned from the marshall fire to help prevent that same type of catastrophic fire in the future.

Director morgan talked about other fires in 2022 and the state's response, Bent's fort and Fort Lyons Fires, High Park Fire, Ute Pass Fire, Menhhaven Fire. Angela Boag, Assistant Director for Climate, Forest Health, and Energy for the Department of Natural Resources, spoke about fuel reduction projects, landscape resilience investment program. She answered questions from the committee.

Speaker Garnett invited Lauren Larson, Director, and Sherry Wolfe, Deputy Director of Programs, Office of State Planning and Budgeting, to come to the table to provide an update on emergency and federal funds. Ms. Wolfe....FEMA Covid match and potential FEMA reimburements Director Larson federal funds and stimulus spending updates. They answered questions.
