of Colorado Boulder, introduced himself and his presentation about evidence-based
sustainable food systems (Attachment A).

Dr. Newton discussed greenhouse gas emissions across the supply chain from various types of agricultural products and the environmental impact of local food systems.

Dr. Newton told the committee about the environmental impacts of organic agriculture and the benefits and trade-offs of practicing organic farming.

Dr. Newton spoke about genetically engineered crops and how these can increase yields and decrease insecticide use and increase farmer profits.

Representative Roberts, bill co-prime sponsor, introduced SB22-114. The bill allows a board of county commissioners to apply to the State Engineer in the Division of Water Resources in the Department of Natural Resources (DNR) for the designation of a pond within the county as a fire suppression pond. Fire suppression ponds must be inspected annually by the county and fire protection district.

Representative McCormick, bill co-prime
sponsor, introduced SB22-158. The bill appropriates $6.0 million from the
Species Conservation Trust Fund for programs submitted by the Director
of the Department of Natural Resources. The programs are designed to conserve
native species that are threatened or endangered under state or federal
law, or are likely to become candidate species as determined by the United
States Fish and Wildlife Service. The funds appropriated are available
in FY 2022-23 and remain available for the designated purposes until they
are fully spent.
