Representative Michaelson Jenet made introductory remarks about the sunset process.  A memorandum on the sunset process was distributed to the committee members (Attachment A).

Christy Chase, representing the Office of Legislative Legal services, explained the sunset review process.

Representative Michaelson Jenet stated that the hearings on the sunset reports for the Speech-langauge Pathology Practice Act and Elevator and Escalator Certification Act were being held in accordance with Section 24-34-104 (6), C.R.S.

Bryan Jameson, representing the Department of Regulatory Agencies, reviewed the sunset process. He discussed the sunset report on the Speech-language Pathology Practice Act (Attachment B). A copy of the related draft bill was distributed to the committee (Attachment C).

Becky Spence, representing the Colorado Speech Language Hearing Association, testified on the sunset report on Speech-language Pathology Practice Act.

Jennifer Lockwood, representing the Department of Regulatory Agencies, reviewed the sunset review report for the Elevator and Escalator Certification Act (Attachment D). A copy of the related draft bill was distributed to the committee (Attchmend E). Ms. Lockwood responded to questions from the committee.

Greg Johnson, representing the Colorado Department of Labor and Employment - Division of Oil and Public Safety, testified on the sunset review of the Elevator and Escalator Certification Act.

Mike Gleiforst, representing the International Union of Elevator Constructors Local 25, testified on the sunset review of the Elevator and Escalator Certification Act.

Dan Edwards, representing the International Union of Elevator Constructors Local 25, testified on the sunset review of the Elevator and Escalator Certification Act.

Representative McLachlan and Minority Leader McKean, co-prime bill sponsors, presented House Bill 22-1052, concerning promoting behavioral health crisis services to school-age students. The bill requires that student identification cards contain information for Colorado Crisis Services, and that the Office of Behavioral Health provide schools with outreach materials on Colorado Crisis Services upon request. Schools that do not issue student identification cards must request and display the outreach materials.

Representative Roberts and Representative Van Winkle, co-prime bill sponsors, presented House Bill 22-1006, concerning the property tax exemption for property used as an integral part of a child care center. The bill expands an existing property tax exemption to include property that is rented or leased and used as an integral part of a childcare center. Representative Roberts provided a handout to the committee (Attachment K). The bill sponsors responded to questions from the committee.

Representative McCormick, co-prime bill sponsor, presented House Bill 22-1068, concerning Medicaid reimbursement for therapy using equine therapy. Subject to federal authorization and federal financial participation, on or after January 1, 2023, the bill makes Medicaid reimbursement available for therapy using equine movement when provided by a physical therapist, occupational therapist, or speech-language pathologist.
