Representative Young and Representative Pico, co-prime bill sponsors, presented House Bill 22-1213, concerning the continuation of the regulation of speech-language pathologists by the Director of the Division of Professions and Occupations in the Department of Regulatory Agencies. Under current law, the regulation of speech language pathologists by the Director repeals September 1, 2022. The bill continues the regulation of speech language pathologists until September 1, 2033. It also gives the Director authority to extend a provisional certificate beyond 24 months and specifies that insurance fraud and abuse of health insurance are grounds for discipline. A copy of the 2021 Sunset Review of the Speech-language Pathology Practice Act was distributed to the committee (Attachment C).

Representative Williams and Representative Ortiz, co-prime bill sponsors, presented House Bill 22-1212, concerning the continuation of the regulation of conveyances, and, in connection therewith, implementing the recommendations contained in the 2021 sunset report by the Department of Regulatory Agencies. The regulation of conveyances and conveyance mechanics, contractors, and inspectors by the Director of the Division of Oil and Public Safety in the Department of Labor and Employment is due to repeal on July 1, 2022. The bill continues the regulation until September 1, 2031. The bill also repeals the requirement that civil penalties collected for violations be deposited into the Conveyance Safety Fund; penalties will instead be deposited into the General Fund. A copy of the 2021 Sunset Review of the Elevator and Escalator Certification Act was distributed to the committee (Attachment E).
