Representatives Bird and Sandridge, co-sponsors, presented House Bill 22-1034. The bill merges the assets and liabilities of the Statewide Hybrid Plan and Statewide Defined Benefit Plan administered by the Fire and Police Pension Association (FPPA) into a new Statewide Retirement Plan in order to align plan benefits and improve the plan's long-term stability.  A fact sheet about the FPPA was distributed (Attachment B).

The committee returned to order. Representatives Herod and Lontine, co-sponsors, presented House Bill 22-1055. The bill exempts feminine hygiene products and diapers from sales and use taxes beginning January 1, 2023. They distributed a fact sheet about the bill (Attachment C) and addressed amendments L.001 (Attachment D) and L.002 (Attachment E).

The sponsors responded to questions about the bill and the amendments.

The bill sponsors made closing comments and asked for a favorable recommendation. They committed to continue working on the bill to address some of the concerns that were raised about special districts.
