and Catlin, co-prime sponsors, introduced House Bill 21-1138 clarifying
restrictions on the operation of off-highway vehicles.  The bill clarifies
that it is unlawful to operate off-highway vehicles on public streets,
roads or highways of the state, regardless of where the vehicle is registered.
  Existing exceptions as to where the vehicles may be operate remain,
according to the bill.

HB21-1024 - Amended, referred to House Finance

Representatives Snyder
and Van Winkle, co-prime sponsors, introduced House Bill 21-1024 concerning
requirements relating to the transfer of an off-highway vehicle.  The
bill requires all  off-highway vehicles transferred after July 1,
2022 to have a certificate of title, unless a vehicle is used for agricultural
purposes on private land.  The bill also exempts transfers from sales
tax for transfers on or after July 1, 2014 and before July 1, 2022.  In
addition, off-highway vehicle dealers are authorized by the bill to access
to the Department of Revenue records to prevent fraud.  Off-highway
vehicles privately transferred on or after July 1, 2014 and before July
1, 2002 and those used for agricultural purposes may be titled with an
affidavit from the owner outlining the transaction, according to the bill.

the regulation of members of boards of health, including county and district
boards.  The bill specifies that members of county or district boards
of health cannot serve concurrently as members of a Board of County Commissioners.

removed for malfeasance or other specified reasons.

L.003 and L.004 (Attachments F and G).  The bill makes modifications
to the regulations of factory-built structures.  The authorities and
responsibilities of local governments and the Division of Housing in the
Department of Local Affairs are further explained and clarified by the
bill.  In addition the bill changes surety bond requirements for registered
manufactured home installers and sellers.
