Representatives Exum
and Van Winkle, co-prime sponsors, introduced House Bill 21-1084 concerning
the ability of certain individuals in the custody of the State Department
of Human Services to acquire legal authority to drive. The bill requires
the state to reimburse a county or district department of human services
for costs paid to provide driving instruction for individuals age 15 to
20 who are in the custody of the county. According to the bill, no
additional liability is placed on the departments of human services for
arranging driving instruction or injuries resulting from driving instruction.
The bill also requires that the State Board of Human Services create
rules to implement the program. The Department of Revenue must also
create rules to allow for alternative forms of documentation to verify
legal residence in the United States, in order to issue driving instruction
permits.
