Senator Hisey, prime sponsor, presented House Bill 20-1029, concerning the authority of an elected county officer to elect to receive a lower salary than the amount provided for by law. Senator Hisey responded to questions regarding the compensation structure for county officials, and an amendment placed on the bill in the House of Representatives.

Senator Rankin co-prime sponsor, presented House Bill 20-1093, concerning county authority to license and regulate short-term lodging rentals. Senator Rankin explained the effect of the bill and discussed its need. Committee members received a fact sheet supporting the bill, prepared by Colorado Counties, Inc (Attachment B).

Julie Westendorff, representing La Plata County, testified in support of the bill. Discussion ensued regarding the ability to address the issues touched upon by the bill through county land use rules, and county limits on short-term rentals. Discussion followed regarding the scope of the bill.
