19-1183 to the committee. The bill encourages public schools and public
places to have sufficient quantities of functional automated external defibrillators
(AEDs) and requires the Department of Public Health and Environment (CDPHE)
to award a contract to a nonprofit organization for the purpose of acquiring
and distributing AEDs to public places.

Ransom, bill sponsors, presented Senate Bill 19-013 to the committee.  The
bill creates a statutory right to use medical marijuana for a patient with
a condition for which a physician could prescribe an opiate for pain.  The
bill creates the same rights, limitations, affirmative defense, and exceptions
from criminal laws for these conditions as the constitutional right to
use medical marijuana for other debilitating conditions.

Representative Catlin and Representative Esgar, bill sponsors, presented House Bill 19-1174 to the committee. The bill requires health care providers, facilities, and health insurance carriers to provide disclosures to consumers about the potential effects of receiving services from an out-of-network provider or at an out-of-network facility.  The bill also establishes reimbursement amounts for out-of-network providers who are providing services at an in-network facility or who are providing emergency services.  A handout was distributed to committee members (Attachment C).
