Representative Saine introduced House Bill 19-1023 concerning issuance of driving authorization documents to foster children who are under 18 years of age. A minor who is at least 16 years of age may purchase auto insurance. Foster children are exempted from the requirement of having a foster parent or other legal guardian sign an affidavit of liability if the child has evidence of financial responsibility in his or her name. Counties may sign the affidavit of liability and may assist a foster child who is at least 17 years old in obtaining an instruction permit without the permission of the foster parent. A driver who is at least 21 years old and has a driver's license may sign driver logs for the foster child to help them obtain a license if they have driven with the child to teach them how to drive and the child has proof of financial responsibility and a driver's permit. The bill includes a requirement that the Department of Personnel and Administration create an insurance pool within the state for foster children to obtain lower cost motor vehicle insurance.
