The bill authorizes early childhood development special districts to provide early care and education, health, mental health, and development services, including prevention and intervention, for children under eight years of age. The districts may seek voter approval to levy property taxes in the district to provide revenue for services. The districts must be organized pursuant to the Special District Act.
