Representative Exum presented House Bill 19-1013 to the committee and distributed a handout (Attachment B). The bill makes the existing state income tax credit for child care expenses made by low-income taxpayers permanent.  Under current law, the credit is set to expire after the tax year 2020.

Trey Standley and Michelle Colin, representing the Office of the State Auditor, testified in a neutral capacity and responded to committee members' questions.

Brendon Reese, representing the Department of Revenue, responded to committee members' questions.

Chaer Robert, representing the Colorado Center on Law and Policy, testified in support of the bill and presented a handout (Attachment C).

Alejandra Lopez, representing herself, testified in support of the bill.

Laura Knutson, representing Parent Possible, testified in support of the bill.

Dr. Joann Fujioka, representing Colorado PTA, testified in support of the bill.

Representative Mullica presented House Bill 19-1010 to the committee.  The bill, which was previously heard in House Health & Insurance, creates a new facility license for freestanding emergency departments and requires such facilities to be licensed by the Department of Public Health and Environment by July 1, 2022.  It will increase state revenue and expenditures on an ongoing basis.

Randy Kuykendall, representing the Colorado Department of Public Health and Environment, responded to committee members' questions.

Jeff Thompson, representing University of Colorado Health, testified in support of the bill.
