Senator Grantham, prime sponsor, presented Senate Bill 16-165. Effective January 1, 2017, the bill expands the criteria that an insurance company may satisfy in order to qualify for a reduced insurance premium tax rate. Specifically, it removes the requirement that companies that maintain significant direct insurance operations and perform operational functions in Colorado be approved by the Commissioner of Insurance to qualify for the lower insurance premium tax paid by companies with home offices or regional home offices in Colorado.

Senator Woods, prime sponsor, presented Senate Bill 16-166, which allows a fuel distributor to file a lien against a fuel retailer for any unreimbursed gasoline and special fuel taxes that the distributor pays to the Department of Revenue. It also establishes the priority for the lien and requirements for filing and enforcing the lien.

Senators Johnston and Cooke, co-prime sponsors, presented Senate Bill 16-075, which expands the type of misdemeanor convictions, for a defendant sentenced after July 1, 2016, that require the defendant to provide a sample of his or her DNA, to include:
- • third degree assault;
• menacing, when the underlying factual basis involves domestic violence;
• reckless endangerment, when the underlying factual basis involves domestic violence;
• misdemeanor criminal mischief, when the underlying factual basis involves domestic violence;
• misdemeanor child abuse;
• violation of a protection order; and
• harassment.
Senator Johnston distributed a packet of background information about DNA exonerations, storage, and the collection process (Attachment D).
