The bill requires that health insurance plans provide coverage for one breast cancer screening per year that must be provided using the breast imaging modality appropriate for each individual's health needs as determined by the person's physician or radiologist. The bill defines "breast cancer screening" as any noninvasive imaging modality, or combination of modalities, as recommended by the American College of Radiology and considered as an acceptable standard of care for the early detection of breast cancer. Breast cancer screening under this standard may include a clinical exam or follow-up imaging, as recommended by the American College of Radiology, in the event of an incomplete screening result.

Representative Sias, prime bill sponsor, presented House Bill 16-1127, to the committee. This bill requires the Office of the State Auditor (OSA) to conduct an audit of three community-centered boards (CCBs) at least once every five years. To select CCBs for auditing, the OSA must divide CCBs into three sub-groups, based on the number of clients served, with new CCBs added to one of the three sub-groups. One CCB from each sub-group must receive an audit at least once every five years. The OSA must submit a written report of each audit to the Legislative Audit Committee. The bill specifies that CCBs are now subject to the Colorado Local Government Audit Law and the requirements of the audits described above. Representative Sias asked that the committee postpone the bill indefinitely.
