Representative Kraft-Tharp and Representative J. Becker, co-sponsors, introduced House Bill 17-1193. The bill permits the use by right of small wireless service infrastructure, or "small cell facilities," in any zone - and specifically on a local government entity's light poles, light standards, traffic signals, or utility poles - and allows service providers to utilize the expedited permitting process established for broadband facilities when building small cell facilities. The bill also clarifies that the right-of-way access available to telecommunications providers extends to broadband providers and includes small cell facilities.
The bill sponsors provided amendments L.001, L.003, and L.004 (Attachments F, G, and H).

Representative Pabon, sponsor, introduced Senate Bill 17-127. Under current law, parents who help to finance a child's mortgage loan are exempt from the mortgage loan originator regulations in state law. The bill expands the exemption to include any family member who helps to finance another family member for up to three loans per year, with or without interest compensation. The Board of Mortgage Loan Originators in the Department of Regulatory Agencies is directed to define "family member" by rule.
