Senator Gardner called the meeting to order.
Senators Zenzinger and Tate, co-prime sponsors, explained SB18-098, a for action only agenda item concerning amending a statutory provision relating to interest on damages that was ruled unconstitutional by the Colorado Supreme Court. The bill was originally heard on February 7, but was laid over to incorporate elements of another recent court ruling on damages and attorney fees.
Senator Zenzinger emphasized that the bill does not make substantive changes and that all involved parties agree on the amendments.
Senators Zenzinger and Tate distributed Amendments L.001 and L.003 (Attachment A and B). Amendment L.001 is technical in nature while L.003 includes language that reflects the most recent court ruling.
