Representative Rosenthal presented House Bill 18-1054 to the committee.  The bill, conditional upon voter approval, levies a tax of $0.25 per transaction in which at least one plastic bag is issued at large and/or chain stores.  The revenue from the tax will be allocated to the Housing Development Grant Fund to fund affordable housing.
