Representatives Lawrence and Kraft-Tharp introduced Senate Bill 17-211. Under the reengrossed bill, the Colorado Department of Transportation (CDOT) cannot eliminate a contractor from consideration of award for a public project solely on the basis of any financial statement that the contractor submitted as part of the CDOT pre-qualification process. Representative Lawrence distributed amendment L.003 (Attachment B). Representatives Lawrence and Kraft-Tharp answered several committee questions.

Representative Hansen introduced House Bill 17-1363. Under current law, property owners that participate in the Colorado Property Assessed Clean Energy (PACE) program must inform title insurance companies of the new assessment. The New Energy Impact District, which manages the program must hold a hearing to notify lien holders of the special assessment. The bill exempts property owners from the title commitment and hearing requirements if the owner is not seeking to subordinate the priority of existing liens when using the PACE program. Representative Hansen distributed amendment L.001 (Attachment C).
