Representative Singer, bill sponsor, presented Senate Bill 17-025 to the committee and distributed amendment L.010 (Attachment L). The reengrossed bill, recommended by the Committee on Cost-Benefit Analysis of Legalized Marijuana, requires the Colorado Department of Education (CDE), with assistance from the Colorado Department of Public Health and Environment (CDPHE), to create and maintain a resource bank of materials and curricula related to marijuana. The bill requires that CDE solicit input from people both inside and outside the marijuana industry, and allows CDE to contract for services related to the development of the resource bank and curricula.



The resource bank must be available by July 1, 2017 and free to school districts, charter schools, and Boards of Cooperative Educational Services (BOCES). The bill encourages school districts, charter schools, and BOCES to provide feedback to CDE and recommend changes, and for CDE to update the resource bank based on the feedback. If requested, CDE must also assist districts, charter schools, and BOCES with developing a marijuana-related curriculum.



The bill authorizes use of the Marijuana Tax Cash Fund (MTCF) to cover expenses related to developing and maintaining the resource bank and providing technical assistance. Representative Singer responded to committee questions on the bill.
