Senator Holbert introduced Senate Bill 17-274, concerning an authorization for nonadmitted insurers to offer disability insurance as a type of surplus lines insurance. The bill allows nonadmitted insurers to offer disability insurance as a type of surplus lines insurance. The bill defines disability insurance as insurance that is in excess of policy limits available under a policy issued by an admitted insurer, provides income replacement to an insured who becomes disabled while covered by the policy, and does not provide coverage for the diagnosis or treatment of an insured person's disability.

Senator Gardner introduced House Bill 17-1263, concerning an authorization for the Commissioner of Insurance to issue a license that allows a limited lines producer to sell limited lines self-storage insurance. He provided amendment L.004 (Attachment A). The bill allows the Commissioner of Insurance to issue a limited lines self-storage license to an owner or operator of a self-storage facility and requires that any owner or operator engaging in the sale of limited lines self-storage insurance must be licensed by July 1, 2018. The limited lines self-storage insurance may be sold to a self-storage occupant to provide coverage only for damage or loss to the personal property of the occupant contained in the self-storage space.

Senator Tate introduced House Bill 17-1249, concerning the unlicensed selling of motor vehicles. The bill creates a new factual basis for unlicensed motor vehicle sales; increased penalties for the existing class 3 misdemeanor offense; credits fine revenue to local law enforcement and the Department of Revenue; and allows fine revenue to be used for enforcement of unlicensed motor vehicle sales.



Senator Tate provided amendments L.001 and L.002 (Attachments B and C).
