Manager at the Office of the State Auditor (OSA), introduced himself and
gave an overview of his presentation. Mr. Fugate discussed audit recommendations
not fully implemented.  Further information may be found in OSA's

Colorado Department of Public Health and Environment (CDPHE) SMART Act Presentation - Committee Discussion Only

Jill Hunsaker Ryan,
Executive Director of the Colorado Department of Public Health and Environment
(CDPHE), introduced herself as well as Trisha Oeth, Director of Environmental
Health and Protection, and Erick Scheminske, Chief Operating Officer.  Executive
Director Hunsaker Ryan gave an overview of the department, its responsibilities,
their diversity, equity, and inclusion (DEI) initiatives, environmental
justice work, performance management system, FY 22-23 wildly important
goals (WIGs), and 2023-2026 strategic plan priorities.  Director Oeth
further discussed the departments WIGs, specifically the air quality goals.
CDPHE's presentation is included as Attachment A.

into details on each of the air quality WIGs and upcoming work in 2023
regarding air quality. Mr. Scheminske went over CDPHE's FY 2023-24 budget
request.  Mr. Scheminske went into detail on CDPHE's key FY 23-24
budget requests around water quality, fee relief, and radon mitigation.

the CEO, Keith Hay, Policy Director at the CEO, and Chris Piper, Legislative
Liaison, introduced themselves. Director Toor gave an overview of the department's
mission, FY 2022-23 WIGs, performance management, FY 2023-24 budget request,
legislative agenda, DEI work, and updates on the implementation of major
legislation from 2022 session.  The CEO's presentation is included
as Attachment B.

Executive Director of the Department of Natural Resources (DNR), introduced
himself as well as Julie Murphy, Director of the Colorado Oil and Gas Conservation
Commission (COGCC), and Alice Cosgrove Horgan, Deputy Director of DNR.
 Director Gibbs discussed DNR's mission and vision, organizational
chart, WIGs, the status of DNR federal stimulus funds, FY 2023-24 budget
request, and legislative agenda.  DNR's presentation is included as
Attachment C and its regulatory agenda is included as Attachment D.

the implementation of Senate Bill 19-181, COGCC's FY 2023-34 budget request,
COGCC's regulatory agenda, orphaned well program update, and federal funding
updates.

Department of Regulatory Affairs (DORA) Legislative Liaison, introduced
himself. Harris Adams, the Interim Director of the Public Utilities Commission
(PUC) introduced himself and began his presentation. Interim Director Adams
went over the PUC's organizational chart, PUC commissioners, PUC's mission,
modernization plan implementation, transparency and communication focus
areas, performance management, FY 2023-24 budget request, 2023 regulatory
agenda, and DEI action plan. The PUC's presentation is included as Attachment
E.
