Chair of the Joint Budget Committee (JBC), introduced the JBC's role in
presenting to the Joint Transportation Committee on budget topics relating
to transportation work. Representative McCluskie gave a broad overview
of the Governor's  fiscal year 2022-2023 budget request. JBC guiding
materials are included as Attachment A.

Senator Hansen gave an overview of the transportation section of the budget request, including the Department of Transportation and the Colorado Energy Office.

Shoshana Lew, Executive
Director of the Colorado Department of Transportation (CDOT); Kathy Hall,
Transportation Commissioner; Jeff Sudemeier, CDOT Chief Financial Officer;
Stephen Harrelson, CDOT Chief Engineer; and Andy Karsian, CDOT Legislative
Liaison, introduced themselves. Ms. Hall gave an overview of CDOT's responsibilities
and the Commission's role. Director Lew continued the presentation by explaining
CDOT's mission and vision, CDOT's organizational chart, and an update on
CDOT's talent and recruitment strategy. CDOT's presentation is included
as Attachment  B. CDOT's Performance Plan is included as Attachment
C and CDOT's Regulatory Report is included as Attachment D.

Mr. Sudmeier answered questions on hiring and staffing from the committee.

Director Lew presented
on CDOT's whole system and whole safety program. Director Lew presented
an overview of CDOT's wildly important goals (WIGs) and discussed how CDOT
plans to achieve each goal. Director Lew answered questions from the committee.

additional questions from the committee.  Senator Scott distributed
a list of questions for CDOT and requested answers at a later meeting.

to discuss CDOT's WIGs. Mr. Harrelson discussed CDOT's transparency and
accountability WIG. Mr. Sudmeier gave an overview of the fiscal year 2023
budget. Director Lew gave an overview of federal legislation and funding,
including grant opportunities. Director Lew answered questions from the
committee.

the implementation of Senate Bill 21-260.   Mr. Sudmeier discussed
the revenue impact of Senate Bill 21-260. He answered questions from the
committee. Director Lew discussed CDOT's equity, diversity, and inclusion
