02:04 PM -- Confirmation of Aeronautical Board — Colorado



Ray Beck, candidate for reappointment to the Colorado Aeronautical Board, came to the table to explain why he wants to continue serving on the board. He introduced his colleagues, David Ulaine, director of the Colorado Department of Transportation's Division of Aeronautics, and Dr. Jeff Forrest, chair of Colorado Aeronautical Board. He spoke about his personal and professional background. The committee was provided with a confirmation packet (Attachment A). Mr. Beck responded to questions from the committee about funding for small rural airports. He discussed the board's promotion efforts related to aviation.

Senator Moreno, prime sponsor, presented House Bill 17-1068. The Colorado Department of Transportation (CDOT) is currently authorized to enter into public-private partnerships for transportation infrastructure projects. Under the reengrossed bill, CDOT may only consider public-private partnership proposals that anticipate using federal moneys if such proposals meet or exceed the requirements of the federal Davis Bacon Act.
