Brian Tobias and Jennifer Lockwood, Colorado Office of Policy, Research & Regulatory Reform, Department of Regulatory Agences, discussed the sunset review for the Human Trafficking Council. Commitee members received a copy of the draft sunset bill (Attachment A).

Mr. Tobias discussed advisory committee sunset reviews and responded to committee member questions.

Ms. Lockwood provided an overview of the sunset report.

Eliza Schultz, representing Violence Free Colorado, testified on the sunset report and bill draft. She responded to committee member questions.

Maria Trujillo, representing the Department of Public Safety, responded to committee member questions about the Human Trafficking Council.

Senator Marble requested to be added as a co-prime sponsor.  Senators Court, Fields, and Foote requested to be added as co-sponsors.

Jacob Baus, Office of Legislative Legal Services, requested permission to make technical changes to the bill, which the committee approved.

Senator Scott, sponsor, presented House Bill 19-1062 to the committee. The bill allows the Department of Human Services to either transfer all or a portion of the Grand Junction Regional Center campus to a state institution of higher education or to a local government, or to list for sale all or a portion of the property. Senator Scott provided four letters in support of the bill (Attachments B-E).

Jeff Kuhr, Mesa County Director of Public Health, testified in support of the bill.
