Lauren Lambert, Assistant Legislative Director for Governor John Hickenlooper, introduced Maj. Gen. Michael Loh, nominated to be Executive Director for the Department of Military and Veterans Affairs (DMVA) and Adjutant General. Mickey Hunt, Deputy Director of the DMVA spoke to the nomination as well. Committee members received a packet of information about the nominee (Attachment A).

Senator Fields, sponsor, presented House Bill 17-1175 to the committee. The bill requires barbers, hairstylists, cosmetologists, estheticians, and nail technicians to obtain one hour of domestic violence and sexual assault awareness training to qualify for the first renewal or reinstatement of a license after June 30, 2018. The bill does not subject these professions to mandatory reporting requirements. The director of the Division of Professions and Occupations in the Department of Regulatory Agencies must designate the training provider, may contract with a third-party to provide the training, and may determine other rules and training criteria as outlined in the bill. Senator Fields provided a handout to the committee (Attachment C).

Senator Neville, sponsor, presented House Bill 17-1088 to the committee. This bill, as amended by the House State Veterans, and Military Affairs Committee, requires the Department of State to compare each signature on a candidate petition with the signature stored in the statewide voter registration system (SCORE) for any candidate petition filed for an election conducted on or after January 1, 2018. Under current law, voter information including address and voter eligibility is validated, but signatures are not compared. This bill also allows an employee of the Department of State to notify a candidate within three days of identifying a signature deficiency on a candidate petition. A candidate may cure the signature deficiency by providing a statement signed by the voter whose signature is deficient, along with a copy of the voter's identification to the Department of State within three days of receiving the notice. This bill also allows a circulator affidavit deficiency to be corrected by a candidate within five days of receiving notice of a deficiency by providing a new, corrected circulator affidavit to the Department of State.
