The bill amends the Colorado Open Records Act (CORA), focusing on digitally stored data and electronic mail messages. This bill modifies the requirements for the CORA records custodian, creating a requirement that the custodian produce records in a machine-readable standard format routinely used by that custodian. "Machine readable" is defined by the bill to mean data that can be read, written, parsed, and displayed by a computer program without the need for manual human intervention.

Senator Baumgardner presented House Bill 16-1043 to the committee. Current law requires state agencies and institutions of higher education that receive funding for capital projects to encumber some portion of the funds within six months after they are appropriated. If funds cannot be encumbered within six months, agencies and institutions are required to request a deadline waiver. The waiver request is presented to the Capital Development Committee. which then makes a recommendation to the State Controller as to whether the waiver should be approved. This bill, as amended in the House, exempts information technology capital projects overseen by the Joint Technology Committee from the waiver requirement.
