Senator Holbert presented House Bill 16-1086 to the committee, along with a handout (Attachment A). The bill, requested by the Legislative Audit Committee, requires the Office of the State Auditor to complete a performance audit of the Department of Personnel and Administration (DPA) and the State Personnel Board (SPB) by December 1, 2019. Under current law, this audit must be completed by December 1, 2016. The bill also eliminates a requirement that DPA and the SPB be audited every four years, instead leaving such audits to the discretion of the State Auditor.

Senator Scott presented House Bill 1139 to the committee. The reengrossed bill permits the executive committee of the Legislative Council to establish policies allowing members of the General Assembly to participate electronically in committee meetings occurring during the legislative interim. A majority of committee members must attend a meeting in person for the committee to hold a vote, and only members attending meetings in person are permitted to vote. Members who participate electronically may receive per diem or other compensation they are otherwise entitled to claim for attendance at the meeting, but may not be reimbursed for any expenses incurred to participate electronically.

Senator Jahn presented Senate Bill 16-099 to the committee. The bill, recommended by the Legislative Audit Committee, authorizes the correctional education program in the Department of Corrections to sell goods and services to inmates, invited guests, employees of the department, governmental agencies, or non-profit organizations, provided certain conditions are met. In addition, prices and goods must be comparable to those in the private sector or the Colorado Community College System. The department is also required to have procedures for hearing, remedying, and reporting complaints by privately owned businesses concerning unfair competition with the correctional education program.
