Daphne Gervais, representing Colorado Counties, Inc., testified in support of the bill. Ms. Hartmann responded to questions regarding the status of certain land when a municipality de-annexes under current law. Discussion ensued regarding how a parcel of land disconnects from a municipality, and examples of disconnection. Ms. Hartmann responded to questions regarding services provided to disconnected parcels in the example provided.
