Senator Grantham, prime sponsor, described the provisions of House Bill 16-1069 concerning terms for housing authority commissioners and distributed Amendment L.001 (Attachment A). He also discussed the challenge of finding persons to service on such authorities due to the length of the terms for commissioners. Under current law, local housing authority commissioners, who are not ex officio, serve five-year terms. This bill allows a city council to determine, by resolution, the term length served by their housing authority commissioners. If a city council does not set a term length, the commissioners continue to serve five-year terms.

Meghan Dollar, Colorado Municipal League, spoke in favor of the bill and explained that this bill was proposed by the City of Rifle that experienced challenges finding persons to serve on its housing authority.
