Senator Crowder, prime sponsor, discussed the provisions of Senate Bill 16-008 concerning municipalities and off-highway vehicles (OHV) and distributed Amendment L.002 (Attachment A). Under current law, an operator of an OHV may cross a state highway at an at-grade crossing, except within the jurisdiction of a municipality. This bill gives authority to municipalities to allow OHV operators to cross state highways within the jurisdiction of the municipality.

He also discussed the number of ATV users that reside in his town during the tourist season and related economic benefits provided to the town. He distributed a letter on behalf of Eric R. Senator Heath, prime sponsor, discussed the provisions of Senate Bill 16-012 concerning time to reconstruct residential improvements. This bill allows residential property to maintain its property tax classification for an indefinite period of time if the county assessor determines the property owner is making a good faith effort to rebuild an improvement destroyed by a natural disaster. A residential improvement is a home or other structure that has been built on residential property. Under current law, the property can maintain its residential classification for up to four years after the improvement has been destroyed if, in the assessor's judgement, the owner intends to repair or replace the structure.

Gini Pingenot, representing Colorado Counties, Inc. (CCI), discussed the role of county governments in Colorado. She provided an overview of CCI's mission and distributed informational documents on CCI (Attachment E and Attachment F). She also responded to questions from the committee about CCI's position on 2016 legislation.

Kevin Bommer, representing the Colorado Municipal League (CML), spoke for information purposes on municipal issues and provided an overview of CML and the role of municipalities in Colorado. Mr. Bommer distributed an informational document on CML (Attachment G) and a document discussing the history of home rule (Attachment H). He also identified legislative priorities for the 2016 legislative session.

Michael Valdez, representing the Special Districts Association (SDA), spoke for information purposes on special districts. He provided an overview of SDA and special districts in Colorado.
