Senators Bridges and Pelton R., co-prime sponsors, presented House Bill 24-1013, concerning victim programs in the new twenty-third judicial district. 

Tom Raynes filling in for John Kellner, representing 18th Judicial District Attorney's Office (DA John Kellner), testified in support of the bill.

LeeAnn Brabec, Juvenile Parole Board Administrator, introduced Adrienne Benavidez and Robin Singer, appointees to the Juvenile State Board of Parole. Ms. Benavidez and Ms. Singer introduced themselves and spoke about their qualifications.  They also explained why they would like to serve on the board.  A copy of the Governor's appointment letters can be found in Attachment A.

 

Committee members made closing comments and thanked the appointees for their service.

Michael Tessean, Director of the Colorado State Board of Parole, introduced Catherine Rodriguez, Greg Saiz, and LaKisha Sharp, appointees to the State Board of Parole.  The apointees introduced themselves and spoke to their qualifications.  They also explained why they would like to serve on the board.  A copy of the Governor's appointment letters can be found in Attachment B.

The appointees answered questions from the committee about truth-in-sentencing, parole officer discretion, technical violations, risk assessment instruments, and criminal justice system perspectives.

Senator Exum, prime sponsor, presented Senate Bill 24-119,  concerning classifying the death of a parent as abandonment in determinations for vulnerable youth. 

Committee members asked questions about the bill and impact on immigration status. 

Ashley Harrington, representing Rocky Mountain Immigrant Advocacy Network, testified in support of the bill.

Ms. Kathleen Glynn, representing themself, testified in support of the bill.

Ashley Chase, representing Office of the Child's Representative, testified in support of the bill.

Melanie Jordan, representing Office of Respondent Parents' Counsel, testified to amend the bill.

Senator Exum distributed and explained Amendment L.002 to make techical changes (Attachment C).

Senator Exum distrbuted and explained Amendment L.003, another technical amendment (Attachment D).
