Rick Ostring, representing the Coalition for Sexual Offense Restoration, testified about the upcoming SOMB sunset review. He expressed particular concerns about treatment provider options and the inability to switch providers.
Susan Walker, representing the Coalition for Sexual Offense Restoration, testified about getting rid of the "one size fits all" sex offender registry and suggested a risk-based one instead. She also discussed similar boards in other states (Attachment D).
Laurie Rose Kepros, representing the Office of the State Public Defender and the Colorado Criminal Defense Bar, testified that the SOMB could be more proactive. She cited evidence-based research about the effectiveness of polygraphs.
