Senator Holbert, co-prime sponsor, presented the bill, and explained that it originated from a study that directed the Office of Legislative Legal Services (OLLS) to organizationally recodify Title 12 of the Colorado Revised Statutes.  

Christy Chase, Office of Legislative Legal Services, further explained the recodification study.  She explained that Title 12 addresses professions and occupations, but there are provisions located in the section that would be more appropriate elsewhere. 

Ms. Chase further addressed the amendments proposed to SB18-030, SB18-032, SB18-034, SB18-035, and SB18-036.  She explained that the amendments are the same for each bill and that it changes the effective date.  This amendment is primarily in response to a request from the Colorado District Attorneys' Council for ample time to reflect the bill's changes in their charging code book.

Senator Kagan, co-prime sponsor of the bill, raised questions about substantive changes to the statutes through this recodification process.  Ms. Chase assured the committee that the bills simply move statutes from one location to another and do not include substantive changes.

Amendment L.001 (Attachment A) was distributed, which changed the effective date of the bill to October 1, 2018.
