Senator Cooke, prime sponsor, presented House Bill 17-1015, concerning clarifying the manner in which reductions of inmates' jail sentences are administered in county jails. He explained the bill and discussed its need.

Boulder County Sheriff Joe Pelle and Ms. Dea Wheeler, representing the County Sheriffs of Colorado, testified in support of the bill. Sheriff Pelle explained the benefits of the bill. Ms. Wheeler discussed her work with sheriffs on issues of concern to them, and her work on HB 17-1015. Sheriff Pelle responded to a question concerning earned time. Senator Cooke commented.

Senator Gardner and Senator Kagan, prime sponsors, presented House Bill 17-1071, concerning a process for repayment of certain criminal monetary amounts ordered by the court to be paid following conviction. Senator Gardner explained the bill, and a recent U.S. Supreme Court case concerning Colorado's scheme for repayment of criminal monetary amounts. Senator Kagan discussed his reasons for supporting the bill.
