11:05 AM -- Presentation by the Sex Offender Management Board Pursuant to Section 16-11.7-109, C.R.S.
Senator Roberts called the committee to order. Ms. Jeanne Smith, Director, Division of Criminal Justice within the Department of Public Safety, briefed the committee on the Sex Offender Management Board's (SOMB) annual legislative report pursuant to Section 16-11.7-109 (2), Colorado Revised Statutes. Committee members received an executive summary of the legislative report, prepared by the SOMB (Attachment A). Ms. Smith provided an overview of the SOMB and its duties, as well as the population it manages.

11:11 AM -- Ms. Angel Went, SOMB member, provided an overview of SOMB committee work. Ms. Went discussed the work of SOMB committees, specifically the adult standards revision committee, the child contact committee, and the family engagement committee. Ms. Went also provided an overview of training initiatives, including working with disabled clients and training on using risk assessments.
11:16 AM -- Mr. Chris Lobanov-Rostovsky, Program Director for the SOMB, highlighted some of the recommendations contained in the SOMB's annual report. Specific recommendations discussed related to reconsideration of the Sexually Violent Predator classification, and youth sexting.
11:24 AM -- Mr. Jeff Jenks, a polygraph examiner, made himself available for questions, and responded to a question relating to polygraph examinations.

The committee returned to order. Senator Roberts explained the procedures for the remainder of the meeting. Mr. Jenks continued responding to a question concerning polygraph accuracy and procedures.
11:31 AM -- Ms. Susan Walker, representing CSOR, testified to the committee regarding outside evaluator reports ordered by the JBC, oversight of different agencies, risk responsivity, polygraph testing, and the Colorado Sex Offender Lifetime Supervision Act.
11:36 AM -- Ms. Laurie Rose Kepros, representing the Office of the State Public Defender and the Colorado Criminal Defense Bar, testified to the committee on risk responsivity, and on the qualifications of SOMB members relating to therapy.

Representative Kagan announced plans regarding hearing from the SOMB in the House Judiciary Committee.
