Kristen Forrestal, Office of Legislative Legal Services (OLLS), provided an overview of OLLS' roll in the sunset process.

Brian Tobias, Colorado Department of Regulatory Agencies (DORA), discussed the sunset process. Mr. Tobias responded to questions.

Mr. Tobias presented the 2016 Sunset Review: Speech-language Pathology Practice Act (Attachment A). He explained the administration of the speech-language pathology certification program.

Mr. Tobias continued to discuss the sunset report and DORA's recommendation for continuation of the certification program. Mr. Tobias responded to questions from the committee.

Vivienne Belmont, DORA, presented the 2016 Sunset Review: Naturopathic Doctors Act (Attachment C). Ms. Belmont responded to questions from the committee.

11:12 AM -- Larry Sarner, Colorado Citizens for Science in Medicine, explained the role of the Colorado Citizens with Science in Medicine. He commented on the sunset review. He discussed his participation in the sunset process.



11:24 AM -- Linda Rosa, Colorado Citizens for Science in Medicine, provided a handout to the committee (Attachment D) and discussed the sunset review and the scope of practice of naturopathic doctors (NDs).

Ms. Rosa read the testimony of Maureen Maker (Attachment D).

Donna Walter, representing herself, discussed the sunset review. She voiced her concern about the limited access to naturopathic providers. Ms. Walter responded to questions from the committee.

Dr. Lynn Perry, Colorado Medical Society (CMS), testified on the sunset review. Committee discussion followed.

Dr. Perry responded to committee questions. Committee discussion followed regarding the scope of practice of NDs.

Caitlin O'Connor, Colorado Association of Naturopathic Doctors (COAND), and Dr. Mark Carney, ND, LAC, COAND, came to the table and provided a handout to the committee (Attachment E). Dr. O'Connor testified in support of continuing the regulation of naturopathic doctors and discussed expanding the scope of practice for naturopathic doctors.
