Senator Tim Neville, chair, called the meeting to order. A quorum was present.





10:07 AM -- Presentation by the Joint Budget Committee



Representative Hammner, chair of the Joint Budget Committee (JBC), introduced JBC committee members. Senator Grantham proceeded to discuss the FY 2016-17 Staff Budget Briefing Summary document (Attachment A). He discussed the Colorado Department of Revenue (DOR) budget requests, specifically concerning the Division of Motor Vehicles, the earned income tax credit, the cost of administering the Limited Gaming Program, and drivers licenses for the unlawfully present.

Senator Grantham continued by discussing the Colorado Department of Treasury's budget request, specifically the senior citizen and disabled veteran property tax exemption.





10:53 AM -- Presentation by the Colorado Commission on Uniform State Laws



Commissioner Anne McGihon introduced the Colorado Commission on Uniform State Laws. She distributed a handout to the committee (Attachment B). Senator Steadman and Commissioner Thomas Morris provided updates on the commission.

11:13 AM -- Presentation by the Governor's Office of State Planning and Budgeting



Director Henry Sorbanet, representing the Governor's Office of State Planning and Budgeting (OSPB), gave an overview of OSPB. He distributed a handout to the committee (Attachment C). Deputy Director Erick Scheminske, representing OSPB, came to the table to discuss the handout and answer committee questions.

11:54 AM -- Presentation from the Office of the State Auditor



Deputy State Auditor Kerri Hunter, representing the Office of the State Auditor (OSA). She distributed a SMART Government Act briefing document (Attachment D), the Fiscal Year 2015 Annual Report (Attachment E), and the Annual Report: Status of Outstanding Audit Recommendations as of June 30, 2015 (Attachment F).

12:00 PM -- Mr. Christopher Harless, representing OSA, came to the table to discuss OSA's local sales tax audit.















12:07 PM -- Mr. Andrew Knauer, representing OSA, came to the table to discuss audit recommendations not implemented.



12:12 PM -- Mr. Jeffrey Kahn, representing OSA, came to the table to discuss the specific audit recommendations not implemented for the Colorado Department of Revenue and the Colorado Department of the Treasury.
