11:14 PM -- Presentation by Colorado Department of Education on accountability



Aylssa Pearson, Associate Commissioner of Accountability, Performance and Support Division, Colorado Department of Education (CDE), introduced herself to the committee and provided an overview of accountability topics. A copy of the presentation is available as Attachment A. Ms. Pearson answered questions from the committee regarding additional tools available to the CDE and at risk schools regarding the time clock for the accountability programs. Ms. Pearson provided information on assessment participation rates throughout the state. She discussed the implementation and impact of HB15-1323 on accountability ratings for 2016.

Ms. Pearson discussed performance frameworks for elementary, middle, and high schools. She discussed areas of the state with little or no assessment participation. Ms. Pearson discussed the reasons why students may not be considered participants in state assessments, and the accountability impact due to parents excusing their children.



The committee members discussed the student assessment participation and the category ratings.

Brenda Bautsch, Accountability Specialist, CDE, spoke on the accountability clock and the required timeline for action for Turnaround or Priority Improvement schools. She discussed the actions available to the State Board of Education for directing a local school board to take during the required timeline. Ms. Bautsch answered question regarding concerns about rural school districts and other enforcement measures available in other states for accountability timelines. She also answered questions regarding the visitation of school districts by CDE prior to making recommendations.

Ms. Pearson answered questions from the committee regarding financial assurance requirements. She answered questions from the committee regarding the Priority Improvement and Turnaround schools.



Ms. Bautsch provided an overview of the accountability clock. She spoke on the required steps that must be taken throughout the accountability clock, including the State Review Panel Report, the Commissioner recommendations, and the State Board of Education hearing.

Ms. Pearson answered questions from the committee regarding the outreach to parents regarding the accountability clock and process.
