Senator Hill called the meeting to order. He invited Julie Pelegrin, Office of Legislative Legal Services, to come to the table. Ms. Pelegrin talked about which drafters work on which types of bills, and explained the role of the office in the bill and the amendment drafting process. Ms. Pelegrin distributed a handout to the committee (Attachment A). Anna Gerstle, Legislative Council Staff, introduced herself to the committee and explained the role of fiscal notes in the legislative bill process. She talked about changes to the fiscal note process this session. Ms. Gerstle answered questions from the committee.

09:58 AM -- Presentation by Colorado Department of Education on standards



Senator Hill invited Melissa Colsman, Associate Commissioner for Student Learning, Colorado Department of Education (department), to the table to begin her presentation. Dr. Colsman distributed several handouts to the committee (Attachments B-D). Dr. Colsman explained that her presentation would focus on the department's plan for the upcoming standards review and revisions process, as well as the results of the recent standards perception survey that pertained to the Colorado Academic Standards (CAS). She discussed how standards relate to classroom instruction, and stated that the role of curriculum and instruction is at the local school board level. She briefly reviewed the history of academic standards.

Dr. Colsman told the committee about the standards review and revision process being undertaken by the department, including the timeline of the process. She discussed the 2,833 responses to the standards perception survey, and explained that 65 percent of the respondents were educators and the rest were parents and students. She talked about the survey results in terms of the respondents' impressions of and perceived effectiveness of the CAS. Dr. Colsman told the committee about the department's new online standards review system which allows members of the public to review and comment on the CAS.
