Senator Moreno introduced Senate Bill 20-068 concerning interstate branches for credit unions.  The bill allows a Colorado state credit union to open one or more new credit union branches outside of Colorado after providing written notice to the Financial Services Commissioner.  Senator Moreno distributed Amendment L.002 (Attachment B) and two handouts to the committee (Attachments C and D).

Senators Priola and Story introduced Senate Bill 20-055, concerning incentivizing the development of recycling end markets.  The bill requires the development of a structure and governance recommendation for a recycling market development center; provides for property tax reimbursements for recyclers; and requires a recycling study and a statewide recycling education campaign.  Senator Priola responded to questions from the committee.
