Kathleen Stacks, Director, Colorado Energy Office (CEO), introduced herself to the committee. She discussed the mission of the CEO and highlighted goals that the office reached in 2018. Some of those goals include releasing an electric vehicle plan, increasing participation in the Commercial Property Assessed Clean Energy (C-PACE) program, and the launch of a statewide residential loan program to finance energy upgrades for existing homes.

Ms. Stacks discussed the CEO strategic policy initiatives. Key areas of focus for the office include customer service, alternative fuel transportation, weatherization services, agriculture energy services, and energy finance. She also discussed the legislative priorities for the CEO. This includes allowing housing authorities to receive voluntary special assessments through the C-PACE program and increasing the flexibility of the electric vehicle grant fund.
