Senator Sonnenberg, sponsor, described the provisions of Senate Joint Resolution 16-003 concerning public drinking water and wastewater projects that are eligible for certain loans and grants from funds administered by the Colorado Water Resources and Power Development Authority.




The following persons testified on the resolution:



01:33 PM -- Michael Brod, Executive Director, Colorado Water Resources and Power Development Authority, testified in support of the resolution and described the laws that authorize spending from the Drinking Water Revolving Fund DWRF) and the Water Pollution Control Revolving Fund (WPCRF). He also distributed a fact sheet on the resolution (Attachment A). The resolution makes changes to the water projects eligibility list. The list for the DWRF identifies 305 projects that are eligible for loans (Attachment B) and the list for the WPCRF identifies 377 eligible projects (Attachment C). Mr. Brod also responded to questions from the committee about the types of projects that are eligible to receive WPCRF and DWRF.

Senator Baumgardner, sponsor, described the provisions of Senate Bill 16-015 concerning rules for allowed marijuana pesticides. This bill requires the Governor to designate a state agency to promulgate rules that identify pesticides that may be used in the cultivation of retail marijuana. The designated agency is required to publish a list of pesticides that meet the criteria on its website.



The following person testified on the bill:

Mitch Yergert, Division of Plant Industry, Colorado Department of Agriculture, spoke in support of the bill. He explained that Senate Bill 13-283 required the Governor to designate one or more state agencies to compile a list of pesticides that cannot be used in the cultivation or processing of marijuana. Executive Order D2013-007 designates the Colorado Department of Agriculture (CDA) to address pesticides for marijuana and encourages the department to consult with other state agencies including the Colorado Department of Revenue and the Colorado Department of Public Health and Environment as it compiles the list of banned substances.
