Senator Moreno moved to introduce the bill. Representative Lynch and Senator Woodward voted No. Representatives Pico and Woodrow, Senators Zenzinger and Moreno, Vice-chair Senator Kirkmeyer, and Chair Representative D. Valdez voted Yes.
